There is an Institute Called National Academy Of Media Education (NAME) in mumbai..They are providing Diploma for 3 months at a total fees of Rs16000/-.I dont think you will get less than that in any of the institute...

sorry dear there are no such institute who offer short term course in 10,000 rupees for the film making but it cost minimum 60,000 Rupees for each courses.
