I am studying in 2nd year Diploma Mechanical Engineering and I want to change the college next year after completing 2nd year to 3rd year in near by area of same university of Mumbai. Whether it can be done or not?

Yes you can change your college/university in 3rd year only on medical or transfer grounds.
Otherwise colleges can be changed only in the first year itself, through internal sliding between the colleges.
