Are there any colleges(Preferably government) after completing B.E in Civil Engineering?


I have completed my B.E in Civil Engg. this year(2011) with 1st class 3rd (Honours) from Gauhati University. I haven't qualified in GATE. Presently I am working as an Asst. lecturer in Jigme Namgeyal Polytechnic in Bhutan. My question is, is there any colleges (preferably govt.) where I can do my masters with this qualification? Or any scholarship program for masters?
