If you want to get admission in government College you will have to pass entrance exam. Eligibility criteria for B.Com honors is, Senior Secondary School Certificate or an eguivalent examination with not less than 50% marks in aggregate or in the Subject concerned. The Senior Secondary School percentage varies for various colleges but if your marks will high you can get admission in best Colleges. But there are so many private Colleges in India there no any requirement of entrance exam you can get admission in that colleges on the basis of 12th percentage.
