you are not allow in this exam. because only they candidate are giveing exam with degree . so you study in university then you apply this exam. I am telling you complete details about IAS exam. Age limits: 21-30 years on 1st August of the year of Examination. Educational Qualifications: Degree in : • Electrical Engineering • Electronics & Communications Engineering • Civil Engineering • Mechanical Engineering or equivalent degree from recognized universities. • M.Sc. degree or equivalent with Wireless Communication, Electronics, Radio Physics or Radio Engineering as a special subject is also acceptable for certain posts. • Students of final year Engineering or equivalent degree are also eligible. Eligibility criteria in Details: Educational Qualifications: Bachelor’s degree of a recognized university Age limit: 21 years must be completed on 1st August of the year, which a candidate is appearing. Maximum 30 for general category, 33 for OBCs and 35 for SCs/STs. Number of Attempts: Four attempts for open, seven for OBCs and no limit for SCs/STs. If a person appears in the Preliminary Examination or even one paper is counted as an attempt.
