IAS means Indian Administrative Service. He will be a district collector or head of the district. It is the biggest post of Indian Government under President of India.

For become a IAS officer , you must have to clear the civil service examination, which is conducted by UNION PUBLIC SERVICE COMMISSION [UPSC] every years,.
This civil service examination has three stages-
1.CSAT [CIVIL SERVICE APTITUDE TEST]
