The statement that "The direction of Learning is Governed by felt needs and goals" means that the way of concentrating on studying depends on this feelings and goals, that means what he aims to become in future. If he don't consider his life as serious, he will notconcentrate more on learning or if he consider his life as serious, he strives hard and concentrate more on learning in order to reach his goals.
