When will I get my certificates after completing M.Phil in Economics from Global Open University Nagaland?


respected sir, i have completed my M.PHIL in ECONOMICS from GLOBAL OPEN UNIV NAGALAND though i have downloaded marksheet of my exam but till now university is not sending my certificates.i just want to know am i eligible to pursue phd?

I HAVE COMPLETED BY BA (ECO) DEC 2013,, MY ROLL NO IS TGOU/BA/1124/2011 J
TILL THE DATE I HAVE NOT RECEIVED MY 3RD YEAR MARKLIST
KINDLY SUGGEST ME , WHAT I DO ,,, NO ANY PERSON (TGOU STAFF) GIVE THE SATISFACTORY ANSWER.
