When will I get my certificates after completing M.Phil in Economics from Global Open University Nagaland?


respected sir, i have completed my M.PHIL in ECONOMICS from GLOBAL OPEN UNIV NAGALAND though i have downloaded marksheet of my exam but till now university is not sending my certificates.i just want to know am i eligible to pursue phd?
