SCRA stands for Special Class Railway Apprentices

This exam is being conducted by UPSC and is held every year, and yeah you can apply for the SCRA as per the education qualification which you possess. The education qualification needed for the SCRA exam is that the candidate must have completed +2 from a recognized school board of education with either Physics and Mathematics or Chemistry and Mathematics as subjects.

Regarding the other criteria's which are needed it is that, as per the Nationality standard needed for the exam is that the candidate should have a Citizenship in India.

Age limit criteria states that the candidate should have 17-21 years of age.

If you satisfy all these criteria for the exam then you can apply for the SCRA exam
