In case of Govt. Electrical engineering job a junior engineer is fixed for a pay scale 9300-34200 with a grade pay of 4200 only , where as Asst. Engineer pay scale is fixed 15600-39400 with a grade pay- 5400 but the work and responsibility of a Junior Engineer is equal to Asst. Engineer than why so difference in between these engineer ?

It depends on the educational qualification and also the experience. The selection procedure for both the posts is different and it is usually tough to get a job, which has more salary.

Hence, the person who is getting higher salary must have clear any exam, which is hard to clear, that's why he is enjoying more salary with same work. You can also to try to get to that position through internal exams.
