My sister has failed in commerce. I want to help her with some short term courses until she gets into year exam, which will help her in commerce stream career.

You have not submitted full details about class that either it is intermediate or graduation. If she failed in graduation then she has one option that she can do any career course on the basis of intermediate degree. But if she has failed in 12th exam then according to me you have no good choice. Your sister must have to pass 12th exam to be eligible for any other thing. According to me you need to submit your intermediate degree while going through admission in any short term course also.
