You have completed M.Sc with 51% so you are not eligible for admission in Ph.D degree in Zoology.

Those candidates who have completed masters degree in Zoology from a recognized university are eligible for Ph.D course in Zoology. General and OBC candidates should hold 55% and above marks in masters degree. For SC/ST candidate its 50% and above in masters degree.

Your age should be below 28 years for JRF post.

It will be every difficult to get admission in Ph.D if you belong to General category in India. According to UGC you must have at least 55% marks in Master's degree then only you can apply for Ph.D admission.

If you belong to reserved category then you can apply for admission with 50% marks. Hence, you can try abroad for Ph.D admission but no in India because according to percentage criteria there is not much chance.
Do you have any question? or have anything to say?
