i want to do phd in organic chemistry from du delhi
but my specialization is physical chemistry

If you have completed M.Sc in Physical Chemistry then you are eligible for Ph.D course in Organic chemistry from Delhi University. But you must have knowledge or experience in Organic Chemistry subject. If you have good topics for Ph.D work in Organic Chemistry then you should contact any Professor in Chemistry department and discuss your topics to the Professor. If your professor agree with your topics then you can continue with your research work. You have UGC JRF score card so you can get stipend during your Ph.D.
