Well, I don't think any good university will give admission without any entrance exam or interview. You have to face entrance exam, if you haven't got scores like UGC NET. In top universities admission is on merit and candidates who perform well in NET or any other university entrance exam are preferred for admission.

If you have a valid NET score, then you will be exempted from entrance examination conducted by the university.

Hence, either you prepare for NET/GATE or prepare for entrance exam conducted by the university, it is your choice and this is only way of getting admission in top universities.

There might be some universities offering Ph.D admission without entrance, but there is no use of doing your research program from a substandard university.
