When the ICAR counselling letter will reach me?


sir,i had given icar entrance exam AIEEA-UG this year but not qualified in the exam according to icar's website,i want to know my rank,also i want to persue b.tech in dairy tech. through icar by payment seats..plz let me know when will the counselling letter would come to me and if i can get admission through it!!

how many times can i attempt icar for agriculture engineering ?
and can i get iit through icar if yes then at what rank , i have passed out 12th in 2014
