NET stands for National Eligibility Test. The educational qualification required for NET exam is masters degree from a recognized university with above 55% marks. 5% relaxation is given for SC/ST category candidates. Final year student are also eligible for NET exam. There is no age criteria for NET exam but for JRF posts, your age should be below 28 years. The basic educational qualification required to be eligible for giving National Eligibility Test (NET) is "Post Graduate Degree" or Master's Degree from a recognized university. So Post Graduate Degree is absolutely adequate for doing Ph.D in Public Administration. So I can say that, NET qualification is adequate in order to pursue Ph.D in Public Administration course. The minimum educational qualification required for pursuing Ph.D in Public Administration is " Post Graduate Degree " or "M.Phil" in the concerned discipline with minimum 55% marks (for General and OBC candidates) and 50% marks (for SC/ ST Candidates) from a recognized university. Generally, some of the reputed colleges conduct their own Ph.D Entrance Examination for offering admission into Ph.D in Public Administration course.
