No private doctors are not considered as a Gazetted Officer. The doctor who is working in Government hospital are considered as a Gazetted Officer. Basically, Gazetted officers are having powers to approve certifying legitimacy of any document, awarding certificates of identity.

Gazetted Officers:

Group A: Gazetted officers like IAS, IPS,IFS,IRS etc and are
Group B: Gazetted officers like DSP Police , SDM and other Class II Officers.
The doctors working in Government Hospitals are also Gazetted officers.
