No, your son is not eligible to get admission in Nursery in CBSE school.
Maximum age of candidate to get admission in nursery is 3 years.
So, you can get your son admit in nursery standard next year.

I am sorry to say that your son is not eligible to get admission in class Nursery as the minimum age to get admission in Nursery is that the candidate should attain a minimum age of 3 years and as your son has not yet attained the age, therefore, he is not eligible for it.

In CBSE there is no any age criteria for Nursery class. Your child's age must not be less than 3 years.Your child will be eligible to get admission in Nursery class next year.

In class 10th your son's age will not be less than 14 years. Your child can get the admission next year in class Nursery so, he will fulfill the criteria of CBSE board.

If your child get admitted next year in class Nursery then, he will also fulfill the age criteria for class 10th when, he will be in class 10th.

Why you want to step back? If she is understanding her study then let her study. Although you have admitted her very early. But no need to step back as she has started her study & let it be continue. It is not advisable to drop for a year even once study gets started.

According to the guidelines of CBSE.
A child must attain the minimum age of 14 years at the time of getting admission in 10th standard.
according to that your child must crossed the minimum age of 4 and half years at the time of getting admission in class first.

Age limit :1) minimum age limit is 3 years for admission in nursery , 2) maximum age limit is 5 years for admission in nursery , 3) cbse will permit admission in play school at the the age of 2 years , 4) aadhaar card is mandatory , 5) admission will be in the month of january onwards.

Schools like Euro kids, kidzee, etc admit kids of 2.5 years in nursery. Do they not have government rules to follow. If they can admit at 2.5 years, why not the cbse, icse schools?
