Yes, you can apply for Ph.D admission with M.Com degree. Just apply for admission when the concerned university announces admission. Selection will be based on the performance in written exam and interview.
If you can qualify NET/SET then it will give you exemption from entrance exam and also you will be preferred for admission by reputed universities.
