i left web technologies as choice in my b.tech.
is am i eligible to do m.tech in computer science

yes, you can do M.tech from that branch .
but only if you will get a seat .
after that only you can get admission and complete your degree.
so best of luck.

Even after leaving the subject in you btech you can surely do that subject in Mtech
no issues.
example: even an electrical graduate can do his mtech in cse
