You have not mentioned which course you want to pursue in BITS Mesra. The admission for B.E and B.Arch courses in BITS Mesra is through the AIEEE scores. For the other undergraduate courses like B.Pharm, BHMCT, B.Sc (FPT), etc. the forms will be available in the website. The marks in 12th will be considered for short listing the candidates. The admission to these courses will be through interview and counseling. The integrated course offered in BITS Mesra is also on the basis of marks scored in 12th. For Ph.D and MCA the admission is on the basis of entrance exam. The candidates are admitted for MBA course on the basis of CAT, GMAT, MAT, etc. score.

what is state ranking along with aieee ranking for outsider candidate ?

i have scored 51 percent on 12th board ,can i get admision for BCA?

first of all you did not mention in which stream you want to take admission.
In BITS there are many courses like B.Tech, BCA, B.SC, MCA ,MBA etc
for all stream there are separate procedure for take admission in BITS.
For B.tech candidate should have complete 12th class with 80% marks or get good rank in AIEEE exam.
for MCA there is other entrance exam. then they take counselling and interview after that they will permit you for MCA if you select.
for MBA you have to clear CAT,MAT,GMAT etc entrance exams.

I have got 255 marks in jeemain paper 2 and I suppose to get 85% cbse board 12result .i belong to general category. Please let me know that whether I would get admission in bit mesra in barch course or not?
