I am sorry to say that you are not eligible for 12th class after fail in 11th class.

Friend after passing 10th you have to join any one stream among three:-
> Arts
> Commerce
> Science

If you fail i 11th class then you will not understand 12th class subject.
So you work hard so that you will get pass in 11th class.

No you cannot get the admission in class 12th in cbse until you haven’t completed your class 11th. No matter what happens, but you have to clear your class 11th in order to take the admission in class 12th and that too with the cbse board.
