Can I join NIOS board if done Diploma from Singapore?
I have pass higher diploma from Singapore. Can I join or not in your nios board?

Yes, you can definitely join NIOS board if you passed higher diploma course from Singapore. There is no problem in your admission in NIOS if the diploma you achieved in Singapore is from well recognized institute of Singapore. There is no need to worry much in this case provided you have a valid diploma from a well recognized institute.
