Yes you have chances in HBTI with such good rank but you cannot be certain.
Even if you get a seat it is not necessary to secure a seat in popular branches.
I would suggest that if you do not get the desired branch in HBTI then you can also try IET,Lucknow or KNIT,Sultanpur.
