Bachelor degree in mathematics is the basic qualification for M.Sc in mathematics. Those who have studied mathematics as a subject in graduation are also eligible. If you have the specific qualification, then you can apply. Admission to the course is done through entrance exams. You need to qualify IIT JAM to join the course in IIT.
