Am I eligible to sit for WBCS exam? I have completing my HS examination in Commerce

Dear sir as i have tried many govt. Jobs but didn't get any response as i have completed my hs examination in 2010 in commerce therefore i would like to know that am i eligible to sit for wbcs exam?

the eligibility criteria for appearing in WBSC examination in that
1. you have to get a degree from a recognized unioversity
2. 21 - 30 years of age.
3. ability to read write and speak in bengali.

I 34 years old and passed graduate. am i eligible be IPS,Or any exam in WBCS.
