The eligibility criteria for writing TNPSC group 1&2 are any degree from a recognised university. So you can attend TNPSC group 1&2 exam after completing you graduation.

Yes, you are eligible to write TNPSC group 1&2 exam since it's qualification is any degree from a recognised university. If you have completed your degree from a recognised university then you too can apply no matter whether it is distance or regular because both have same value for government jobs.
