Are there any entrance exams for admission to medical college in the states of Tamil Nadu, Andhra Pradesh & Kerala for students not domiciled in these states?

in Andhra Pradesh there is 15% reservation for the non domicile students in the EAMCET examination.
in this exam 25% importance is given to inter marks also

My son scored 2638 rank in Kerala Medical entrance test. Will he able to get admission in self financing colleges in Government quota? If no, how can he apply for entrance test in various self financing colleges in Kerala?
