A B-tech last year student is eligible to apply for the ssc Higher Secondary level (SSC CHSL) and not for Graduate level (SSC CGL)

Definitely you can attend the entrance exams of the graduation degree level.SSC conducts many exams on the basis of graduation degree. Final year's students are eligible to appear in these exam.
