Can IT / CS engineer apply for coast Guard in General Duty?

I have completed my B.Sc.Maths degree and I have passed in all 6 semesters. I have my marksheets for first to fifth semester but In our college they have not given the sixth semester marksheet and Degree certificate.I had doubt whether I am eligible to apply for the post of assistant commandant 2019 in indian coast guard.
