Yes, you surely can apply for MPSC exam even if you are studying in 3rd year .

The educational qualification for MPSC exam is GRADUATION in any discipline from any recognised university .

The exam is conducted in three phases :

I] Preliminary Exam
II] Main Exam
III] Interview

So you can apply for the preliminary exam but if you get through the preliminary exam then you have to produce your Degree certificate before appearing for the Main exam .
