First of all IAS/IPS is not a course to be pursed.
IAS/IPS - Indian Administrative Service/Indian Police Service, and to become an IAS/IPS officer one has to apply, appear and crack Civil Service Exam conducted by UPSC every year after Graduation Degree in any stream. The eligible candidate must be an Indian National having either appear for the final Graduation Degree exam or pass in any stream from a recognised University within the age of 21 to 30 years with upper age relaxation for reserved candidate. The candidate aspiring for IPS shuld have goos Physical Fitness along with minimum prescribed physical requirements. So after passing 12th one can start preparation for IAS/IPS accordingly along with regular under Graduate studies and after passing Graduation he/she will be eligible to apply for Civil Service Exam. Of course you can do IAS or IPS without Chemistry in 12th. The requirement for Civil Services Examination which is conducted for both IAS and IPS is graduation degree.
Neither the course you choose matters nor what subjects you selected in 12th standard. Therefore you can have any subjects in 12th and based on which you can pursue any graduation degree. Civil Services Examination is conducted on annual basis by the Union Public Service Commission. The forms are released in early part of the year whie during May the first stage of entrance exam is conducted. It should be noted that educational and age criteria for both IAS and IPS is the same. The only difference is in physical requirements. There are no such requirements for the Indian Administrative Service, but considering the responsibility of Indian Police Service officer, he/she should be able to meet certain criteria. Civil Services Examination Criteria 1. The candidate applying for IAS/IPS should be Indian citizen. 2. Any graduation degree is acceptable for both exams. 3. None of the two have any percentage criteria. 4. Your age on August 1 of exam year should be at least 21 years and should not cross 30 years. 5. OBC should be 21 years old to 33 years old. 6. SC/ST can apply till 35 years of age. IPS Physical Criteria 1. Height of Male candidate should be 165 cm while ST need 160 cm. 2. For female height should be 150cm while for ST the requirement is 145 cm. 3. Male Chest should be 84 cm with 5 cm expansion. 4. Female Chest should be 79 cm with 5 cm expansion. Selection Process 1.
