you will have to wait for some more time to know this matter as still the new system has not come into picture as different IIT's have not been agreeing the procedure like the recent IIT Kanpur have decided to conduct their own exam . so still final decision over the procedure is yet to be finalized.

Anyways you are eligible to write the exam if it is your second attempt . but what will happen is since you got 69.9% so you have already got 34.95/50 so you will have to work harder for the rest 50% to get good college..!!

when i talk about the UPSEE exam The candidates must pass 12th with minimum of 40 % general category & 35% of SC/ST candidates.
so in both the exam you are qualified to attempt..

this is according to the present proposed system

You haven't mentioned that from which Board you belong.
So, I can't give you the correct answer which you are asking.

From next year, AIEEE is going to replaced by IIT-Mains Exam. And in this exam, 40% marks of Class XII will be included in the total marks gained by a candidate in IIT-Mains Exam.
Also, any candidate can give IIT-Mains Exam.
But for IIT-Advanced Exam, candidate's percentage in XII must be above the cut off declared by the various boards.
I am mentioning some cutoffs of some boards, hope it will help you.
Andhra Pradesh.......... 87.2
Assam.......................54.2
Bihar.........................64.6
CBSE........................77.8
Chhattisgarh..............56.8
Goa..........................56.25
Himachal Pradesh....... 63.2
Jharkhand..................52.4

About, UPSEE there is also many suspense. It is not sure whether UPSEE will be conducted next year or not. There is also news that it will merge with IIT-Mains Exam. So, keep watching about updates regarding these both exams.
