Yashwantrao Chavan Maharashtra Open University is an UGC recognized university and therefore, you are definitely eligible to write the examinations conducted by UPSC and MPSC provided you fulfill other eligibility criteria applicable to particular examinations.
Since both UPSC and MPSC conducts various examinations, you must refer to the notification of each examinations to make sure you are eligible for it, but as far as your degree is concerned, it is recognized by both state as well as central government.
