UPSC stands for Union Public Service Commission. It is one of the many constitutional body in India which conducts the civil service exams every year and interviews for recruitment of civil services, defence services and posts under the Union Government.

The following exams are conducted by UPSC:-

• Civil Services Preliminary and Main Examination
• Indian Forest Service Examination
• Engineering Services Examination
• National Defence Acadamy & Naval Academy Examination
• Combined Defence Services Examination
• Combined Medical Services Examination
• Special Class Railway Apprentices Examination
• Combined Geo-Scientist and Geologist Examination
• Indian Economic/Statistical Service Examination
• Central Armed Police Forces Examination
• Indian Police Services Examination
• Section Officers and Stenographer Exam

The minimum qualification required to give the UPSC exam is a 12th pass certificate. Since you have not passed the 12th and have backlogs therefore unfortunately you are not eligible currently to sit for any exams at the moment.
