Yes, you are eligible to get the government jobs after the graduation degree. To get the government jobs you have to qualify in the entrance examination conducted for the same.

The eligibility to appear for the examination is :-
* Candidates must have passed the graduation from the recongised university.
* Candidates must have the qualifying percentage in the graduation.

So, you can appear for the examination to get the government jobs. Some of the best entrance examination to get the jobs is :-
* IBPS.
* SSC.
* CDS.
* Railway.

Yes. You are completely eligible to get a Government Job after scoring 61% in B.Tech with Mechanical Engineering.

There are 2 things here. If you want to go for Government Jobs in Core Companies for Mechanical Engineering, in that case, you can apply for Companies like

BEL (Bharat Electornics Ltd)
GAIL (Gas Authority of India Ltd)
BHEL (Bharat Heavy Electricals Ltd)
HPCL
ONGC (Oil and Natural Gas Corporation Ltd)

Not sure whether you have qualified in GATE Exam or not. These companies consider GATE score and also conduct Group Discussion.

Other Government Jobs that you can apply for

1) IES Exam : Indian Engineering Services Exam
2) Civil Services Exam : To go for civil services like IAS, IPS and IRS etc
3) IBPS Exams : To join as Clerks and PO's - There are separate Exams
4)CDS Exam : To join Defence services like Military, Navy and Air Force

You can go for any of these Government Jobs.
