Generally you need to apply online in the according universities and colleges for admission in BA English, below I'm providing a list of top 10 arts college across the India:

LSRCW, Delhi
Loyola College, Chennai
St. Stephen College, Delhi
St. Xaviers College, Mumbai
Miranda House, Delhi
Christ Universtiy, Bangalore
Madras Christian College, Chennai
Hindu College, Delhi
Fergusson College, Pune
Stella Maris College, Chennai

In the above mentioned universities, you pay a visit to their website and apply online. Normally, the above universities are top notch universities so, I don't thing with 60% in aggregate total you would be qualifying in the merit list because the lowest cut off in this universities/colleges goes are around 85%, if there is a sponsored quota I would better suggest apply their first rather than normally applying.

If you don't get qualified then don't waste time, take admission in distance mode of BA English Hons.
