i have 73% aggergation in b.tech with specialization in I.T.how can i apply for M.TECH entrance exam

You have to Clear GATE exam to appear for M.Tech

For applying gate you have to fight GATE exam. It usually holds on February so you have to apply for gate , and you can find form on following site

Dear friend,
You have completed your B.Tech in IT department
Now if you are interested in M.Tech
Then you will have to appear for GATE examination next year.

There is no such eligibility criteria for GATE examination.

Simply you will have to complete your graduation and then you can apply for it.
Try to achieve the cut off marks in GATE examination
Then you will be able to apply for many colleges.
