You Have to crack the UPSC IPS exam inorder to be the SP of Uttarakhand, the following qualification are required
1)Graduation from a recognised university 2) 21-30 years 3) physically fit To check the detail eligibility criteria you can log on to www.upsc.gov.in All the best
