You cannot clear IAS exam while doing 2nd year EE. It is essential to secure a graduation qualification to apply for IAS. Also one can apply for this during 4th year B.Tech. But in that case, one should be able to submit B.Tech certificates at the time of P.I if qualifying both the levels of written exam. 30 years will be the higher age limit for this post.
