Being an MBA fresher, you can join as Management Trainee in public sector firms. MOIL, CIL, etc often recruits candidates to this position. You can find similar opportunities with Projects India Ltd and Orissa Hydro Power Corporation Ltd. MBA HR holders can also try for Specialist Officer Position in banks. Personal Officer, Public Relations Officer, etc are other job positions available under PSC.
