As far as Mtech is concerned IISC Bangalore has an edge over IIT Bombay.It has collaborations with foreign universities so you can have access to teachers from foreign countries and moreover top rankers prefer IISC.
So i think You should go for IISC bangalore.

it is depends... IISc is very good for computer science.. placement doesn't mater since iisc student get good placement (in CSA)... so goto IISc
