No, you cannot apply for the IELTS exam without passport.

In general based on the nationality and for which country you are applying the identity proof varies. For Indian nationality the candidate should possess a valid passport. The expiry of the passport should be valid.

For apply to IELTS exam there is 3 steps you need to follow.

- You need find nearest test centre.
- You need to fill the application form by visiting the test centre or through online & pay the fees.
- While applying you need to provide a valid identity proof and the details should be filled based on the identity proof and while attending for the test, you need to bring the identity proof.
- After submitting you'll receive a letter with the exam date and centre.
