i'm in b.tech 1st year(CSE). i want to change my stream to Civil. as my college don't have civil stream, can i opt for other college?

i am a kerala university b.tech student. now am in fourth semester.
is it possible to change my university from kerala to mg university or anna university and continue the course ?.
