Yes, most of the Universities offer admission to B.Com on the basis of merit. Marks in 12th are considered for admission. Pass in 12th must be obtained with commerce as the main subject. Pune University, Delhi University, etc offer admission to B.Com degree. Admission details will be available in the website of the concerned University.
