Yes it is included in the OBC category. For you reference i have attached a 'pdf' file which shows the Central List of OBC's for the State of Maharashtra.

Sangar caste is a distinct caste and is not a subcaste of Dhangar.
Though both castes are included in NT 2 category.. both are different..
