they also dont provide the stifund,

there are many colleges offering admission in mtech without any admission test,
if you are an student of iit then you can get admission in iit for mtech without writing the the gate exam if you have an cgpa of above 8,
other reputed colleges offer these courses by taking admission on basis of donation fees,it generally costs around 1 to 2 lakhs.

There is not any college which will take admission without entrance exam legally...

But you can try for it for the management quota of any college ,this seats are basically for the college,and the colleges can take any students of their own..

So go for the management quota....
