What are the chances of getting the same post after father's death under the Employment Compensate Scheme?


My dad was working at education department office as Senior Assistant suddenly my dad is expired in 2004 after which I applied for the same post but till now did not got any news of employment? What are the chances of getting the same post under the compensate employment scheme?
