what is the criteria to do phd from du after mcom from ignou? What is the minimum % requirement? What is the fee structure?

i have given 6 paper of m.com in june 2015, but out of 6 ,result declare of 4 subject only what does it mean, result yet to come or i am fail in two subject, please solve my query.
