A person with standing arrears is considered graduate or not?
Hi I'm Rajkamal I have standing arrears. How can I say to others? I'm a graduate or not degree holder or anything else?

There is no need to mention it anywhere that you have standing arrears until unless asked.
You can simply say you are a graduate. If any recruiter is asking for your academic performance than only you should mention it. If it is asked in application than also you should mention it. |

Standing arrears is the number of arrears you are having currently. If you have some arrears it means you are not graduate hence, you can not say yourself a graduate. You need to clear these arrears to become a graduate. But students might get jobs in MNCs with some backlogs these days.
